The basic version of the weapon complex designated «Groza» developed by V.N. Telish and Yu.V. Lebedev at the TsKIB SOO in 1993 represent the «firearm-grenade launcher complex or «assaull weapon». In order to facilitate the production, this weapon com¬plex was based on the AKS-74U assault rifle and GP-25 «Koster» grenade launcher which were already manufactured at the Tula-based Ordance Plant (Armory) and unified by 75% of their parts and units. However, for its «firearm» part was chosen the 9×39 (OTs-14-4A) cartridge featuring light recoil and stabil¬ity of its bullet on the trajectory ot its flight, less prone for ricochets and high penetration capability.

The assault rifle was redesigned on the «bull pup» configuration and the very use of a ditterent cartridge led to the updating of the gas bleeding system. The sight and the front sight were elevated on the bridge (carrying handle). The curve-slide sight is outfitted with an adjustable drum. The bridge is also used tor mounting optical and night sights. The assault rifle and grenade launcher feature a single trigger switched by a special thumb type lever. The tangent back-sight or frame sight is used for the grenade launcher fire.

There are other versions of weapons assembled from the complex modules:
• -assault rifle» without grenade launcher outfitted with a fore handle;
• shortened «small assault rille»;
• «special-purpose assault rifle» with the PBS silencer of an expansion type.
The users themselves are responsible for their versions assembly.
The complex using the 7.62×39 cartridge was designated the OTs-14-1 («Groza»-1). The «Groza»-2 with the 5.45×39 cartridge and the «Groza»-3 with the 5.56×45 NATO car¬tridge were also developed.
